csc.exe error message on shutdown

This is with V1.1.28.0, but I haven't seen it "fixed" on later versions which I have not yet installed. 

When I shutdown (or restart) my computer, during the shutdown process I get an error message

                    "csc.exe application error.  The applaication was unable to start correctly  0xC000142".

This occurs if NNTP bridge is running during the shutdown process.  It does not occur if NNTP Bridge is stopped prior to the shutdown process.

This will also occur if the computer is started in a "clean boot" configuration (using msconfig to stop everything except for Microsoft Services per the MSKB article about clean boots).
